Impending new regulations with regard to Building Control will have a dramatic but necessary effect on how our houses will be constructed in the future. Responsibility will rest with all parties involved in the construction process namely Client, Engineer/Architect and Builder. A series of certifications throughout the process will ensure new houses will be constructed to the highest standards with a public paper trail lodged with Building Control.
Some of the main changes include:
- Lodgement of Plans and Design Certificates at Commencement Notice Stage
- Notices of Assignment and Undertaking Certificates for Supervising Engineers/Architects as well as Builders.
- Completion Certificates, Site Inspection, Lodgement of Amended Plans where necessary and Validation.
In essence, the client will be expected to submit a Commencement Notice to Building Control with details of a registered Supervising Engineer/Architect/Surveyor as well as a competent Builder.
The clients appointed representative will issue a Design Certificate in relation to the Building Regulations for the works in question and will issue an undertaking to inspect these works throughout the construction process.
The Builder will issue a Certificate of Undertaking to construct the building in accordance with the certified plans as well as certifying that the works are in compliance with Building Regulations.
Finally, a Completion Certificate will be issued at the end following inspection.
This new amendments will apply to any building that requires a fire certificate, any new residential dwelling and any extension greater than 40 square meters.
